What is a BER?
A Building Energy Rating is a measure of how energy efficient a residential property is based on a number of criteria. It is similar to the efficiency rating given to appliances such as fridges and washing machines. The BER ranges from "A" to "G" with "A" being the most energy efficient.
Who will carry out a BER?
BERs will be carried out by specially trained BER assessors, registered by Sustainable Energy Authority of Ireland (SEAI). BER assessors must have successfully completed a training programme that meets the requirement of a Training Specification as provided by SEAI.
It is an offence for persons not registered with SEAI as BER assessors to purport to carry out a BER assessment service for the purposes of the Regulations.
What does a BER Cert look like?
When is a BER legally required?
New Dwellings: The regulations apply to new dwellings for which planning permission was applied for on or after 1st January 2007. Transitional BER exemptions will apply to new dwellings for which planning permission is applied on or before 31st December 2006, where the new dwellings involved are substantially completed on or before 30th June 2008.
New Non-Domestic Buildings: The regulations apply to new non-domestic buildings for which planning permission was applied for on or after 1st July 2008. Transitional BER exemptions will apply to new non-domestic buildings for which planning permission is applied on or before 30th June 2008 provided the new non-domestic buildings involved are substantially completed by 30th June 2010.
Existing Buildings: (dwellings and other buildings) when offered for sale or letting on or after 1st January 2009.
Can I be prosecuted for non compliance?
There is a maximum fine of up to €5,000 for non compliance with the new legislation.
How is a BER calculated?
A BER Assessor gathers specific information to the property in question, from plans in the case of a new build and from a physical inspection in the case of an existing building. The assessor will focus on the building fabric, insulation, ventilation, space and water heating, type of fuel, renewables and lighting. The information collated is entered into the DEAP (Dwelling Energy Assessment Procedure) software package in order to calculate the BER.
Is a BER required for a property for sale from plans?
A Provisional Building Energy Rating is required if you are building or selling a dwelling from plans.
How much will a BER cost?
The cost of a BER will depend on the size and design of each individual property and a quotation can be requested.
There is a standard charge of €25 payable to Sustainable Energy Authority of Ireland (SEAI) for the issuing of the BER Certificate.
